I found it on Archive.org but it's only available to borrow for an hour, I wanna read this guide offline for as long as I want :(

Have you considered "borrowing" it and then capturing a screen-shot of every page? That would be a very time-consuming process, but then you would have a permanent, offline copy for your own enjoyment.

Hopefully, I just love SFII and I've been trying to get a hold of every guide out there and that guide is the only one left I want to get

So you can only ever borrow it once? Can you not borrow it for an hour per day, for as many days as required to copy the whole thing?

If someone is willing to expend enough time on a project, amazing things are possible. 

 

I once watched someone spend several days hand-copying a lengthy volume of government records. There were restrictions about photocopying or photographing this material, but there were no restrictions on creating a complete handwritten transcript. Frankly, nobody was expected to have that much patience and determination to circumvent the intent of the Legislation.

This is what the site looks like https://archive.org/details/streetfighteriit00godd/mode/2up?q=street+fighter+ii+turbo there's no option to borrow and download it as a PDF or a CBZ. I tried to screenshot the pages, but when I go to view them, only half of a page is shown and the quality is bad to the point where the pages are unreadable.
