Panzer Dragoon Saga

Panzer Dragoon 1 & 2 were Rail Shooters like traditional Sega shooters such as Space Harrier with advanced Graphics and controls. Sadly and without glamour but two developers of the third installment whose job at the time was to combine the 2 Dimensional rail shooter fun of the first two games and step it up to 2d shooter with much more exploration as well as a full turn based action RPG in the air and on land exploration. The computer they used to make this at the time had 2 Pentium 500 Mhz.

This game's design spilled onto the later Sega Overworks Team's Skies of Arcadia in late 2000 on Sega Dreamcast.
