Yes, our policy for in print mags is 15 years. "In print" doesn't mean monthly, just that the publishers are still producing product under that name, even if infrequently. Of course, if they were to offer digital copies, then scans wouldn't be allowed no matter how old.
The only exception to this, I think, would be a one-off nostaligia publication. For example, Family Computer Magazine ceased publication in 1998. But when the Famicom Mini was released a few years ago, a special magazine covering the system and its games was published under the Family Computer Magazine name. In my opinion, that one issue (a retro-branded promotional tie-in more than anything) does not qualify that magazine to be considered back in print, so the 1998 cancellation date stands.
