As such, there's a ton of retrospective and homage paid to past issues, along with a full-page "Thanks!" ad from the staff on page 83. According to the Nihon Game Otaku column, a consortium of Japanese game companies including Capcom, Konami, Square, Sony CEI, Sega, and Namco all banded together to crack down on the sale of used copies of their biggest titles at one specific chain store in the Kanto area known as "Famicom Shop Doh". Sales of previously-owned material in Japan were the subject of countless legal battles over the years. 'Didn't they review Mega Man Legends already back in issue 10?" Yes, but they're re-running it because the game got delayed several months, and they like it a lot, so NYAH! The Preview for Clock Tower II: The Struggle Within promises 'even more chills and an even higher body count' than the previous title. This is the difference between relying on what the publisher tells you versus actually getting a title in-hand to play with. What a difference one year makes. This year's Top 25 Games of All Time list looks quite different from last year's, although some of that may have to do with the fact that it's the magazine staff choosing the games this time around instead of leaving it up to readers like last time. Issue #1 shipped with a bright yellow PlayStation lid sticker, so issue #13 ships with a gold lid sticker of the same design, bound into the magazine between pages 114 and 115. The "Smart Bomb" comic for this issue is hilariously on-point. The fold-out ad for Cardinal Syn which opens the magazine has to be one of the most violent game ads of the decade, featuring a grinning severed head, complete with dripping gore, slapped atop an equally blood-drenched pole axe like a trophy. The PSM Shop makes its debut in this issue, although with a very limited selection of stuff. This is more like a test run before the actual roll-out next month, but if you want a PSM baseball cap or t-shirt (short or long sleeve), they'll be happy to take your dough. Am I the only one who thinks its weird to see an ad for the very magazine you're reading within the pages of said magazine? Like, you don't have to introduce me to PSM, I'm already aware of its existence because I'm holding it in my hands right now.

The Game Boy version of Mortal Kombat is the only home translation that let you play as Goro, as the Game Boy Tips section described in this issue.

So that Vectorman cartridge with the special "You Win!" screen is absolutely wild. Out of the millions Vectorman cartridges produced by Sega, some had slightly altered programming which displayed a special screen upon the game's completion. On this screen was a phone number to call and report that you had beaten the game, along with an address where you would send proof of the game's purchase and the cartridge itself. In exchange, Sega would ship back a normal copy of the game (you got a cart back, just not one of the special ones), and you would be entered into a contest to win one of the prizes. People could also enter just by sending in a postcard with their information, so you technically didn't have to beat the game to win a prize. A twelve year old boy from New Mexico named Keola Kaula won the grand prize of $25,000 and a tour of Sega's US headquarters (and later wound up in prison for, among other things, fraud, attempted murder, drug possession, and trafficking in stolen vehicles). There's no way of knowing if you own a winning cart without playing the game to completion, and to date (April 2021) there is no existing ROM dump of a Vectorman winning cartridge. Winning carts were sent to Sega for verification (and presumably destroyed or warehoused afterwards), meaning there's no way to know how many, if any, of these cartridges still exist in the wild. There are no copies known to be in the hands of private collectors, making a winning Vectorman cart one of the rarest Sega Genesis collectibles in the world. So take yours out and beat it today; you may be sitting on a treasure trove! Midway developer Sal DiVita was the face behind the mask of the titular anti-hero in the never-released Judge Dredd arcade game, in addition to portraying Nightwolf and the cyborg ninjas in Mortal Kombat 3.

Jeff Westermann of Sacramento, CA wrote in to complain about the lack of Atari 2600 coverage despite there being more 2600 units out there than anything else. This is the 2019 equivalent of someone complaining to Game Informer that they waste too much time on PlayStation 4 stuff when the PlayStation 2 was the best-selling home console of all time. At some point, Jeff, you gotta move on. Happ Control's Professional Control Pad looks like a straight rip-off of Sega's original 3-button Genesis controller, right down to the design of the D-Pad, its black colour scheme, angled button arrangement, and arched design. Sunsoft's design for their Fester's Quest ad gets recycled for other games as well, with only the image on the TV screen and the ad copy changed. It's still the same kid clutching his NES controller, staring into the television. Speaking of rip-offs, TAXAN pillaged their alien artwork from the xenomorphs of "Alien" and "Aliens". It wasn't enough for "The Adventures of GamePro" to rip off The Last Starfighter last issue; now they have to rip off TRON as well. "Wild Boys" was an unreleased game by Bandai. Back in 2015, a test copy of it was found on eBay...having already been gutted to serve as a test cart for Kickle Cubicle. The ProViews of Alex Kidd in High Tech World and Reggie Jackson Baseball are in the Nintendo section for some reason. GamePro just cannot make up their minds about subscription prices: now we're up to $19.97 for twelve issues. What happened to people who paid $13.97 for their subscriptions just two months back? International subscribers need to tack an extra $10 on to that price now, instead of the $5 bump charged two months ago. Greg Fischbach of Acclaim (a company noted for publishing a crap-ton of awful licensed games) has this to say about the company's approach to licensed software: "If the consumer thinks that you've deceived him by using [a] popular license such as Rambo or Wrestlemania, and then haven't been able to follow through with a product that's on it--you only get one chance to do that. [...] Licenses can't just be used willy-nilly." And yet... GamePro mixed up "Taito Software, Inc." with "Taito of America" last issue. Oops!
