I don't know if this is the case for this particular scan, but a lot of times that's what the actual magazine looked like. You have to remember that many issues are 30+ years old and weren't printed with longevity in mind. The ink fades over time, which is another reason why digital preservation is so important. It stinks, I know, but we have to work with what's donated / available to the scanners.
