There's a few factors at work here. First, of course states with higher populations are going to tend to use more total gas, hence why the populous East Coast and California are shown so large as compared to the sparsely populated Rocky Mountain states, especially Wyoming and Montana, with the latter having a lower state population than many moderately sized cities elsewhere. Second, "per capita" pretty much means per person, so it's calculated gallons/population. In mathematics, when the denominator is reduced, the result appears larger which is why the less populated states "use more" per capita. New York also throws a wrench into things because of the very large number of people in NYC that don't drive, there not being room for them to do so. Just goes to show how you can come up with a theory and then choose just the right way to juggle statistics to make yourself appear right.
